Kremlin spokesman Yuri Ushakov provided a measured assessment of the talks, acknowledging that substantial work remained before resolution could be achieved. While praising the meeting’s constructive nature, he confirmed that the sides did not reach consensus on crucial matters, including where territorial control lines might be drawn in a peace agreement. The aide noted that certain negotiation aspects would remain undisclosed and that an immediate summit between Trump and Putin was unlikely.
The underwhelming diplomatic outcome followed aggressive statements from Putin at the meeting’s outset, in which he accused European nations of sabotaging peace efforts. The Russian leader claimed Europe was preventing American peace initiatives and warned that while Russia did not intend to fight Europe, it stood prepared if European powers started hostilities. Witkoff arrived in Moscow on his sixth visit this year carrying an updated peace plan that incorporated feedback from both Russian officials and Ukrainian concerns. The revision process followed Ukrainian President Zelenskyy’s objections to the original 28-point proposal, which he viewed as excessively favorable to Moscow. Zelenskyy has particularly resisted provisions requiring territorial surrenders and military limitations while demanding concrete Western security guarantees against future Russian aggression.
Despite weeks of intense shuttle diplomacy producing multiple plan revisions, fundamental obstacles remain.
